cause any inconvenience for the Commodore has at my request
permitted Fleet Surgeon E. A. Shaw, R.N., to act as
Bacteriologist.
6.
To replace Dr. Macfarlane I have
the honour to recommend the appointment of Dr. J. W.
Hartley, who is strongly recommended by Dr. Bell,
Acting
Principal Civil Medical Officer. Dr. Hartley was
appointed
temporary Medical Officer in August, 1906, and Railway
Medical Officer on October 5th., 1907. The duties of the
latter post can only be properly discharged by a man of
exceptional physical energy, since they involve the travers-
-ing of long distances in all kinds of weather, and Dr.
Hartley has proved himself to he most competent to under-
-take these duties, in the discharge of which he has given
every satisfaction.
7.
Dr. Macfarlane held the appointment
of Assistant Medical Officer of Health, but I propose that
hia successor should be appointed to the dual post of
Assistant Medical Officer of Health and Medical Officer of
Kowloon and the New Territories. The Principal Civil
Medical Officer informs me that these duties can well be
discharged by one Officer and do not afford sufficient
work
